TfL plans to increase Penalty Charge Notices in the New Year (17 Dec 2017) Fines for motoring offences in London are set to go up in the New Year. Transport for London has announced plans to increase the Congestion Charge Penalty Charge Notice (PCN) from January 2, with a proposed increase for offences on its road network later next year after a Secretary of State review. The Congestion Charge PCN is issued to motorists who do not pay the fee for entering the Congestion Charge zone.
