"Which, rather like Money Saving Expert, seem to be ignoring the current legal position, established by the Supreme Court, that "proportionality" is not a ground for appealing a parking ticket that has been issued otherwise in accordance with the stated conditions.

It is a shame there isn't a penalty process for wrongly issuing tickets. There is only an appeals process or challenging process (informal or formal) according to www.gov.uk/parking-tickets/challenging-a-ticket.
The London Borough of Bexley is listed by SAGA (15 Dec 2015) as one local council that is using CCTV to spy on motorists at www.saga.co.uk/magazine/motoring/cars/using/councils-use-cctv-to-issue-penalty-charge-notice (recently to enforce Moving Traffic Contaventions by use of cctv) - and issue Penalty Charge Notices (PCNs).
A young fellow named Joshua Bowder hit the press as he got fed up receiving tickets that he created an app called DoNotPay as the first robotic lawyer to help with legal problems including to help people fight their parking tickets
